The breakout session "Implementation of the National Project "Education": a Regional Perspective" is held on the first day of the Forum at 12 a.m. on October 22. Participants will be discussing opportunities to achieve strategic goals of the Presidential Decree of May 7, 2018 with the focus on regional conditions and strategies.

Experts: Isak Froumin, Head of Institute of Education, National Research University Higher School of Economics – one of the authors of the paper "12 Solutions for a New Education"; Marina Rakova, Deputy Minister of Education of the Russian Federation; Igor Devyatko, Head of Strategic Development Agency of the Arkhangelsk Region, and other leading experts.

The breakout session "The Role of Universities in Innovative and Socio-Economic Development of Russian Cities" is also held on the first day of the Forum. During the discussion, participants will be trying to answer the following questions:

• What public policy instruments can be used to strengthen interaction between universities, city administrations and employers?
• How to increase the contribution of universities to urban agglomerations development?
• How to maintain balance between the tasks of global / national competitiveness of universities and focus on urban and regional development issues?
