The V Municipal Strategies Contest Finals was held within the Strategic Planning Leaders Forum. This year the contest was attended by municipalities with a population of up to 300 thousand people. Six municipalities met in finals: Starooskolsky Urban District (Belgorod Region), Nizhnekamsky District (Republic of Tatarstan), Kirovo-Chepetsk Urban District (Kirov Region), Kinel Urban District (Samara Region), Kosh-Agachsky District (Republic of Altai) and Pervomaisky District (Tambov Region).

By decision of the jury, Kinel urban district became the winner. Among the main characteristics of a good strategy, the jury named originality, ambition, a focus on human capital, participativeness and realism. Some jury members highlighted the strategy of Kosh-Agachsky district.

Starooskolsky urban district became the winner of the Internet voting, which was attended by almost 65 thousand people.
