Participants discussed the challenges and risks of achieving new development goals. Experts emphasize – it is important to avoid substituting achievement of goals for achievement of indicators and to monitor implementation constantly, it is also necessary to think about how the system will look like after 2024. In summing up Alexey Kudrin pointed out managerial competences are the “bottleneck” in the implementation of new goals: “We need to strengthen them, they need to be learned.”
