[2018-10-23] / Participants of the Second Plenary Session Discussed the Challenges and Risks of Implementing the New May Decree

The session was moderated by Alexey Kudrin, Chairman of the Accounts Chamber of the Russian Federation. Participants in the discussion: Dato' Sri Idris Jala, President and CEO, PEMANDU Associates; Georgy Idrisov, Vice-rector, Russian Presidential Academy of National Economy and Public Administration; Alexander Beglov, Acting Governor of St. Petersburg; Innokentiy Alafinov, First Deputy Minister of Transport of the Russian Federation; Andrey Nikitin, Governor of the Novgorod Region; Igor Orlov, Governor of the Arkhangelsk Region; Alexander Plutnik, CEO, DOM.RF JSC.

Participants discussed the challenges and risks of achieving new development goals. Experts emphasize – it is important to avoid substituting achievement of goals for achievement of indicators and to monitor implementation constantly, it is also necessary to think about how the system will look like after 2024. In summing up Alexey Kudrin pointed out managerial competences are the “bottleneck” in the implementation of new goals: “We need to strengthen them, they need to be learned.”
