Summary
The crucial role of human capital in the socio-economic development of modern societies is universally recognized in the world expert community. Education is the main institution that builds human capital, so it is becoming a key factor in global competition.
It is no accident that the Presidential Decree of May 7, 2018, contains two goals for development of the education system: “ensuring the global competitiveness of Russian education, the Russian Federation’s entry into the list of the world’s top 10 countries by the quality of general education” and “education of a harmoniously developed and socially responsible personality based on spiritual and moral values of the peoples of the Russian Federation, historical and national cultural traditions”.
The session will address the ways to achieve strategic goals of the Presidential Decree in education, with a special focus on regional conditions, mechanisms and factors. Participants will try to identify the most effective tools for implementing the Decree at the regional level, taking into account both common and different characteristics of the socio-economic context.
