Summary
Government programs have been first introduced in Russia in 2010. Since then, both federal and regional authorities have gained much experience in their implementation. However, the progress made with respect to government programs is mixed: increased budget transparency alongside the formality in preparing government programs, weak interdepartmental coordination during the implementation and the lack of coordination between strategic and budget planning.
Topics to be discussed:
- successful practices in implementing government programs of the subjects of the Russian Federation;
- synchronization mechanisms between government programs and a regional strategy for socio-economic development;
- new management approaches to implementing government programs.
- synchronization between government programs and national projects.
