Public Administration 2.0: Optimal Processes

Summary

In 2017, Leningrad region developed a program to improve the effectiveness of public administration and introduced a targeting model "Implementation of strategic priorities", which includes organizational, legal and regulatory steps necessary to put in activities of executive authorities and provide implementation of the strategy for socio-economic development of the Leningrad region. The next stage is to introduce mechanisms, which will provide implementation of strategic planning documents of Leningrad region through better process management system in executive authorities and adopting modern HR technologies and project portfolio management.
Issues to be discussed:
- Introducing a process reengineering system in government authorities to deal with strategic challenges.
- The relationship between the government authorities performance review and the process reengineering in order to achieve strategic goals.
- A full personnel cycle system in the civil service for implementing strategic priorities.
