Summary

Network communities are becoming new actors in the social space – they are changing the prevailing socio-economic practices and setting the requirements for infrastructure and urban environment. The modern economy is transforming on the basis of network interaction with the dominance of horizontal ties (innovative clusters and ecosystems are being established; a sharing economy appears). Networking is becoming a condition for creating collaborations and innovative environment.
Against this background, questions arise concerning participation of network communities in strategic planning processes:
- To what extent are network communities able to become real stakeholders in strategic cities development?
- Network communities and collaborations – are they self-emerging or “grown”? How do network communities affect infrastructure and urban environment?
- What are the formats and mechanisms of participation of network communities in strategic planning processes? How is it possible to interact between network and traditional hierarchical structures in Russian society? Is distrust surmountable?
