Summary
One of the major reserves of local budgets savings is an intermunicipal cooperation and collaboration, which means joint efforts of several municipalities to implement infrastructure projects and provide citizens with municipal services.
Development of this form of cooperation is hampered by inconsistency between legislative provisions on local self-government and civil legislation statutes. Yet, there is no specification in legislation concerning the procedure of creating and operating of intermunicipal business entities, creating authorized capital at the expense of the local budget and the joint use of municipal property.
